  1. Representative Waldron explained that HB 2248 would create a framework for establishing mental health and drug courts in rural areas. The committee was supportive but questioned whether the Department of Mental Health & Substance Abuse Services has the capacity to run a pilot program.

  2. Allows the Department of Mental Health and Substance Abuse Services to create rural pilot programs for substance use prison diversion, dependent on funding availability.
