Based on the bill language and the author’s presentation, it is unclear the degree HB 3216 will ban contraception.
Fully bans abortions and invents a new term to justify abortions needed during a medical emergency: “pre-viability separation procedures.” Establishes what type of abortions are permitted as pre-viability separation procedures. Defines life at conception and deems personhood for the fetus.
