Restructures the administration of the Choosing Childbirth Act fund. Permits direct access to the money by the Department of Health (OSDH). Adds specific program categories the Fund can go toward–including substance use treatment.
SB 1859 does not give the Department of Mental Health and Substance Abuse Services direct access to the Fund in contrast to HB 3955.
