  1. Allocates $5 million to one qualifying hospital to establish a labor and delivery department. Eligible hospitals must be municipal-owned, non-profit, profitable, designated as a critical access center, employ a midwife, and not currently provide labor and delivery services. The Department of Health will oversee the pilot program.
