An Act relating to paid family and medical leave; authorizing the Department of Labor to contract with a qualified third-party actuary for certain purpose; stating purpose; providing for contents of actuarial report; defining term; requiring third-party actuary to model and compare certain conditions for report; allowing for collaboration with certain groups to identify certain conditions for the report; requiring qualified third-party actuary to establish timeline for implementation based on certain conditions; specifying that the actuary study shall follow certain guidelines; providing for promulgation of rules; providing for codification; and providing an effective date.

Directs the Department of Labor to conduct a study on paid family and medical leave, with findings released by 2027. The study will examine the benefits of leave, existing state program models, costs and administration of a potential state program, and the impact on talent attraction.
