An Act relating to higher education; prohibiting certain institutions of higher education from using state funds, property, or resources to support or require certain activities related to diversity, equity, and inclusion; requiring certain institutions of higher education to initiate certain review after certain date; providing for restructuring or elimination of certain unnecessary functions; providing certain construction; requiring certain institutions to submit certain annual certificate of compliance by certain date; providing for promulgation of rules; providing for codification; providing an effective date; and declaring an emergency.

Prohibits the use of state resources for Diversity, Equity, and Inclusion (DEI) programs at public universities. Requires universities to audit and restructure or remove DEI-related positions, programs, and initiatives.
Restricts universities from mandating DEI-related training, oaths, application statements, or pronoun disclosures for employees.
Recognizes the need for identity-focused programs to support underserved populations and allows specialty reporting for grants and accreditation. Clarifies that the law does not affect coursework or student organizations.
Similar to Sen. Standridge’s SB 845 (2025).
