An Act relating to paid leave for state employees; amending 74 O.S. 2021, Section 840-2.20, as last amended by Section 172, Chapter 452, O.S.L. 2024 (74 O.S. Supp. 2024, Section 840-2.20), which relates to leave benefits; updating statutory reference; providing for parental leave for state employees; amending Section 1, Chapter 32, 1st Extraordinary Session, O.S.L. 2023 (74 O.S. Supp. 2024, Section 840-2.20D), which relates to paid maternity leave for state employees; providing for parental leave for eligible state employees; requiring that certain employees continue to receive compensation during leave; providing protections for certain employees during leave; and providing an effective date.

Expands current maternity leave laws to include state university employees and replaces “maternity leave” with “parental leave” to ensure all parents, including adoptive parents, are covered.
SB 314 and SB 87 are companion bills that must both pass to take effect. SB 87 clarifies that state university employees qualify for parental leave just like other state employees, but since Oklahoma law currently only provides maternity leave, SB 314 broadens the language from maternity leave to parental leave for consistency. Because the state cannot have two separate leave policies, SB 87 expands leave to university employees, and SB 314 updates legal references to ensure the change applies to all state employees.
